DTs are defined broadly to include digital and data infrastructure, broadband internet, smartphones, tablets, and computers. They also include more specialized productivity-enhancing solutions, such as management upgrading, worker training, procurement, marketing, logistics, financing, and insurance.Item Leveraging private sector investment in digital communications infrastructure in Eastern Africa(World Bank Group, 2024-07) Doyle, Chris; Kemp, Jack; Sutcliffe, Chris; Senaji, ThomasThis study provides guidance on World Bank involvement in Digital Communications Infrastructure (DCI) projects in which finance has been extended to support build-out. In particular, the study provides guidance to three World Bank projects: the Kenya Digital Economy Acceleration Project; the Eastern Africa Regional Digital Integration Project; and the Digital and Energy Connectivity for Inclusion in Madagascar Project. The report also provides a roadmap on what should be included in a Commercial Transaction Manual (CTM) in the case where the authors recommends that a borrower government pilots a multi-round reverse auction (MRRA). The report is organized is as follows. Section 1.1 introduces the concept of DCI and discusses policy within the context of digital gaps. Section 1.2 discusses the roles of the private sector, government and multilateral banks in Eastern Africa. Section 1.3 looks at the role expected to be played by private capital mobilization (PCM). Section 1.4 discusses in brief the role of public-private partnerships (PPPs), procurement and DCI. Section 1.5 discusses risks in DCI projects and their mitigation, focusing in particular on the role of government agencies as anchor tenants and in overseeing MRRAs. The conclusions and section 1.6 highlights the remainder of this report.Item Regulating digital data in Africa(World Bank Group, 2023) Chen, Rong; Daza Jaller, Lillyana; Begazo, TaniaThis technical background paper provides an overview of data governance frameworks in Africa and explores links with public trust and an enabling environment for greater participation in the digital economy. It exploits data from the Global Data Regulation Diagnostic (GDRD) which collected information on data regulations across 80 countries globally, including 24 Sub-Saharan African countries and three North African countries. Additional information for selected countries was collected by February 2022 through desk research and interviews to understand challenges in the implementation of rules captured by the GDRD. While national and regional data governance frameworks have progressed, there are still challenges in their design and implementation. A robust data governance environment is of great importance for Africa to ride the current wave of digital technology advances and to reap digital dividends while avoiding the inherent risks.
