Item Exploring partnership with local government : a people’s led approach to informal settlement upgrading(Community Organisation Resource Centre (CORC), 2018) Community Organisation Resource Centre (CORC)This publication draws from the rich and varied experiences in upgrading of the South African SDI Alliance, in particular the Informal Settlement Network (ISN) and Federation of the Urban and Rural Poor (FEDUP). It describes the community-led practices for upgrading and the tools that support these, especially mobilising through savings and data collection. It describes how these examples helped change national government policies towards commitments to community-led upgrading. It also describes a decade of partnerships with local governments that sought to greatly increase the scale of upgrading and reflects on where this worked well – and less well. Many positive commitments have been made by city governments (and ministers within national governments). But it has proved challenging to put them into practice on the ground within the formal processes of local government with its sectoral rivalries, bureaucratic inertia and range of (often inappropriate) rules and regulations.Item A programme management toolkit for metros : preparing to scale up informal settlement upgrading in South African cities : a city–wide approach(Department: Human Settlements, 2017) Department: Human SettlementsThe purpose of this Programme Management Upgrading Toolkit is to assist metros in South Africa to overcome barriers which prevent a scaled-up, city-wide upgrading approach which is incremental, in-situ, participative and partnership-orientated. It is recognised that such an approach, whilst having been policy in South Africa since at least 2008, has yet to be successfully implemented at scale. The Toolkit’s focus is at the overall programme level since there are already various project-level upgrading tools and resources available. This initiative forms an important part of strengthening the service delivery, management capacity and systems of South African cities. Whilst it was developed for metros, the Toolkit content will be equally useful to other municipalities which have significant informal settlement populations.Item Slums and informal settlements : an evidence-based approach to sustainable upgrading and development(Space Syntax, 2010) Space SyntaxSlums are a physical and spatial manifestation of urban poverty and intra-city inequality. However, slums do not accommodate all the urban poor, nor are all slum dwellers always poor. Approaches to improvement typically follow insitu upgrading or forced eviction and redevelopment. Both approaches focus on short-term solutions which fail to address the core spatial problems of these areas. Space Syntax occupies a middle ground by concentrating vital spatial intervention in the key areas which deliver long term benefits. Combining technology, ability, and extensive global experience.Item Informal settlements and human rights in South Africa(Socio-Economic Rights Institute of South Africa (SERI), 2018) Socio-Economic Rights Institute of South Africa (SERI)This submission on informal settlements and human rights in South Africa (focused on selected issues) is a joint initiative initiative of members of the Steering Group of the South Africa’s Ratification Campaign of the International Covenant on Economic, Social and Cultural Rights and its Optional Protocol (the Campaign) in collaboration with the Socio-Economic Rights Institute of South Africa (SERI), and with input and participation of some individual. n provides background to the Campaign, its work and the non-governmental organisational members (NGOs) that participate in the workings of the Campaign; and provides more information about informal settlements in South Africa. In particular, the submission aims to address questions 1, 2, 3, 4, 5, 6 and 8 of the Special Rapporteur’s questionnaire on informal settlements and human rights.Item Enumeration report : Hlazo village informal settlement pocket(City of Cape Town, 2017) City of Cape TownHlazo village is an informal settlement located in Gugulethu. The settlement consists of 32 dwellings that are located on two 500sqm properties, namely erven 88 and 57 on 60 Amplankeni Crescent. The current land use designation in the City of Cape Town Municipal Planning By-Law is General Business 4. The surrounding land uses are mostly Single Residential A number of backyard shacks are built on most of the residential properties. The settlement is located 19km south east of the Cape Town CBD. The Western Cape Government Department of Human Settlements appointed the Community Organisation Resource Centre (CORC), through a competitive tender process, to conduct an in-depth enumeration of Hlazo Village, which forms part of the Airport Informal Settlement Precinct consisting of ten (10) informal settlements, namely, Barcelona, Gxagxa, Lusaka, Kanana, Vukuzenzele, Europe, Thabo Mbeki, KTC, Tsunami IDA/TRA, and Hlazo Village. Kosovo was also enumerated as a priority project in the souther corridor. CORC works in partnership with the Federation of the Urban and Rural Poor and the Informal Settlement Network, who mobilised, trained and provided on-going support to Hlazo Village community members to act as enumerators in this study.Item Mentoring on upgrading informal settlements(Municipal Institute of Learning (MILE) eThekwini Municipality, 2014) Municipal Institute of Learning (MILE) eThekwini MunicipalityThe purpose of this programme has been to understand and learn how the City of Sao Paulo has achieved breakthroughs, constructed, converted and manipulated their “favelas” that have grown exponentially in Brazil’s urban environment over the decades. The City of Sao Paulo and eThekwini Municipality have achieved important milestones with regards to the provision of housing. However, eThekwini’s emphasis has been providing housing units whilst the provision of social, recreational, public transport, cultural and economic facilities has not been satisfactory prioritised. Learning from the Sao Paulo experience will enhance eThekwini’s future efforts of upgrading informal settlements and transforming them into viable places to reside.Item Western Cape : informal settlements status (2013)(The Housing Development Agency (HDA), 2013) The Housing Development Agency (HDA)The Housing Development Agency (“HDA”) is mandated to assist organs of State with the upgrading of informal settlements. As part of the informal settlements upgrading programme, the HDA commissioned this report to update existing analysis on the profile of informal settlements in South Africa, nationally and provincially as well as for some of the larger municipalities. The analysis draws heavily on newly released Census 2011 data and also explores other data sources available at a national, provincial and municipal level to characterise conditions in informal settlements and to identify key trends. The HDA therefore commissioned this study to investigate the availability of data and to analyse this data relating to the profile, status and trends in informal settlements in South Africa, nationally and provincially as well as for some of the larger municipalities. This report summarises available data for the province of Gauteng.
